چکیده

To address the impaired condition of the water bodies listed under Section 303(d) of the Clean Water Act, over 40 000 total maximum daily loads (TMDLs) for pollutants must be developed during the next 10-15 years. Most of these will be based on the results of water quality simulation models. However, the failure of most models to incorporate residual variability and parameter uncertainty in their predictions makes them unsuitable for TMDL development. The percentile-based standards increasingly used by the EPA and the requirement for a margin of safety in TMDLs necessitate that model predictions include quantitative information on uncertainty. We describe a probabilistic approach to model-based TMDL assessment that addresses this issue and is suitable for use with any type of mathematical model. To demonstrate our approach, we employ a eutrophication model for the Neuse River Estuary, North Carolina, and evaluate compliance with the state chlorophyll a standard. Any observed variability in chlorophyll athatis notexplained bythe model is explicitly incorporated via a residual error term. This probabilistic term captures the effects of any processes that are not considered in the model and allows for direct assessment of the frequency of standard violations. Additionally, by estimating and propagating the effects of parameter uncertainty on model predictions, we are able to provide an explicit basis for choosing a TMDL that includes a margin of safety. We conclude by discussing the potential for models currently supported by the EPA to be adapted to provide the type of probabilistic information that is necessary to support TMDL decisions.

Three-dimensional hydrodynamic and water quality model for TMDL development of Lake Fuxian, China.

Lake Fuxian is the largest deep freshwater lake in China. Although its average water quality meets Class I of the China National Water Quality Standard (CNWQS), i.e., GB3838-2002, monitoring data indicate that the water quality approaches the Class II threshold in some areas. Thus it is urgent to reduce the watershed load through the total maximum daily load (TMDL) program. A three-dimensional ...

A New Approach to Adaptive Implementation in the TMDL Program

An expert panel was convened to explore the use of adaptive implementation in the TMDL program, following a 2001 National Research Council report recommendation. This paper summarizes the panel’s report suggesting an adaptive implementation process for water quality management. In current practice, what the panel calls standard implementation, a plan for reducing pollutant loads to meet water q...

Stochastic Watershed Water Quality Simulation for Tmdl Development – a Case Study in the Newport Bay Watershed

Systematic consideration of uncertainty in data, model structure, and other factors is generally unaddressed in most Total Maximum Daily Load (TMDL) calculations. Our previous studies developed the Management Objectives Constrained Analysis of Uncertainty (MOCAU) approach as an uncertainty analysis technique specifically for watershed water quality models, based on a synthetic case. In this stu...

Development of simulation model for performance evaluation of feed water system in a typical thermal power plant

The present paper deals with development of a simulation model for the performance evaluation of feed water system of a thermal power plant using Markov Birth-Death process and probabilistic approach. In present paper, the feed water system consists of four subsystems. After drawing transition diagram for feed water system, differential equations are developed and then solved recursively using ...

An ecological function and services approach to total maximum daily load (TMDL) prioritization.

Prioritizing total maximum daily load (TMDL) development starts by considering the scope and severity of water pollution and risks to public health and aquatic life. Methodology using quantitative assessments of in-stream water quality is appropriate and effective for point source (PS) dominated discharge, but less so in watersheds with mostly nonpoint source (NPS) related impairments. For NPSs...
